The people's well-being depends not only on incomes but also on the level and distribution of wealth (Schneider 2004, pp. vii, 6). Since 1990 China has experienced a period of rapid accumulation of personal wealth combined with unequal distribution of that wealth. The country has established the objective of constructing a well-off society.

China has long been criticized for its incredibly uneven distribution of wealth, and despite the consistent outcries for change, it appears as if things are only getting worse. In recent years the number of Chinese millionaires has actually grown quite a bit, with as many as 50,000 more Chinese striking it rich each year.

But the increase has not affected all Chinese equally. Income and wealth inequality has grown. The richest 10% own an increasing share of China's total wealth and the share held by the bottom 50% own less. The U.S. was and remains more unequal in wealth distribution than China, though the gap between the two countries is narrowing.

China has been one of the fastest growing economies in the world since the implementation of its reform policies in the late 1970s. This economic growth has been accompanied by a rapid increase in income inequality that China's Gini coefficient increased from 0.310 in 1981 to 0.468 in 2018. Several policies have been introduced with the aim to alleviate the income inequality in China.

Is wealth spread evenly around China? A study found that variations across Chinese provinces account for about 12% of the country’s overall income inequality. “Currently rural incomes are less equally distributed than urban incomes but urban inequality is increasing faster than rural inequality” (Wu, 2005, p. 773).

Disposable income is a person’s total income less taxes. We used a provincial-level consumer price index (CPI) to obtain real disposable income for different provinces across China. The average was 21,586.95 yuan, and the median was 18,371.34 yuan, suggesting that income inequality is not as severe in China as it is in the world.
